Ask a contractor what the permits will cost and you might hear a number with a comma in it. Here’s what the government actually charges, so you can tell a real fee from a padded one. As of 2026, the surprise is how small the official permit fee usually is.

How are OGPe permit fees calculated?

Construction permit fees run through OGPe (the island’s permit office) and stack three small charges, all calculated off the valor de la obra (the value of the work): a service fee of $0.35 per $1,000 (with a $100 minimum), aranceles of $5.00 per $1,000, and professional stamps of about $1.00 per $1,000. Add them up and you’re at roughly $6.35 per $1,000 of work value.

What does a permit actually cost on a real build?

Do the math on a $200,000 build and the OGPe fees total around $1,300, a small fraction of one percent of the project. That’s the number that should reset your expectations: the government’s permit fee is the small line in a build, not the scary one.

Here’s the one real win today: when a contractor hands you a big “permits and processing” number, check it against the real math (about $6.35 per $1,000). If their line is wildly higher than the actual OGPe fees, that’s padding, and now you know to ask exactly what it covers.

What else drives permit costs?

Consultations, environmental filings, and use permits carry their own modest fees, and certain filers (some veterans, government entities, cooperatives) get exemptions or reductions. The point isn’t that permits are free, it’s that they’re transparent and small, and you should never overpay because you didn’t know the real number.
